Does the use of KVM become more critical in environments where virtualization is deployed?

Yes. Fewer KVM controlled ports are needed in the datacenter because virtualization obveously reduces the need for more physical servers. However, does it make the need for remote out of band access more critical for those remaining servers?

Does the answer depend on the use or lack of use of live migration functionality in the virtualization sytem? If so how?

The domain of the question if fairly broad and subject to interpretation.

The remaining (physical) servers ought to have some method for handling external redundancy. The importance of the access depends on how important the access is for meeting requirements --critical and otherwise.
