I definitely cant recommend you local manufactures, but maybe my experience can help you.
We often use as load banks and heat load, ordinary construction heaters. They are quite cheap, have stepping capabilities and easily rented in any construction shops or companies.

I have used construction heaters a few times, but for smaller single phase loads only. For a 100kW, 3 phase load test this solution may be unpracticle to connect all of the heaters together. The load bank I want to purchase would be used on a weekly basis at different customer sites, so even though I expect we will pay $5000.00 or so to purchase this tool, it's worth it for us instead of renting each time.
