I do not see the point Vern Burke is making. If you include "all energy sources at the point of utility handoff", that also includes lighting and cooling. Or am I wrong?

The big issue - even with NABERS - is how to rate and measure the performance of your datacenter. It is not easy to define the production of a datacenter. Maybe OpenDCME is a good initiative (http://www.opendcme.org/) to solve this problem.
