Yes

TIA 942     is what a DC has to be

BICSI 002  is how the designer has to fix every issue in the DC

Remeber that these documents among EPAs, GreenGrid, UPTime, NFPA, CEEDA among others are a vision of what a DCs should be, sometimes you have to mix all or part of them, depending on several factors.
